dnp3 simulator client and server mode

This simulator was written in C#. Ported from Open Source C++ code. It can simulate more than 5000 DNP3 clients (outstations). It can also running as DNP3 server mode (master). Configuration file is in xml format. Simulator reads the xml file to determine whether running in client or server mode.
